How do i change the apache character encoding from the default "utf-8" to "iso-8859-1" on all my virtual servers

Hi, I have a RHEL 64-bit server(cpu and os) on which I have a problem. I have a cgi installer script that needs to be run within the root www directory of the domain. You are then to browse to the domain and finish the script installation into a subdirectory. I don't think that anything has to permanently execute from the root of the domain as you are instructed to remove the files placed in the domain root after the installation is complete.
My Virtualmin Pro install is default except for the modifications mentioned below that I did, to try to get the script to execute.
I am pretty new to webmin. Here's my problem...
A customer using webmin set up an autoreply and it worked when someone sent her an e-mail. However, when she was in a list of multiple e-mail addresses, the autoreply would show up someone else instead of her e-mail address in the from: field for the autoreply message.
Any help would be appreciated.

But php4..... Having trouble installing it.
Yum install php4 php4 and php4-pear are installed.
I restart apache. ok.
Then trying to install php4-imap. when I got this error: Stopping httpd: [[ OK ]] Starting httpd: /bin/bash: line 1: 19018 Segmentation fault /usr/sbin/httpd [[FAILED]]
Ok. I remove php4-imap, and apache will start again.
I have tried php4-gd, php4-imap, php4-mysql, php4-ldap and php4-domxml.
Same error.
Horde need imap for work.

When i add a new virtual server i receive the following error:

i upgraded to apache 2.0.59 and apparently there are syntax changes to the virutalserver section i have read the 2.0 docs on the apache site and i have made a few changes to what was left over from my 1.3 httpd.conf but it still isnt working dont mind the local ips this server is behind a firewall with ports forwarded you can hit www.fluidservers.net to see what im talking about as of right now when i hist a virutalserver it just sits there "waiting for reply" forever it may time out after some time i havent let it sit that long
I have been running Qmail E-mail systems and the toaster package for some time now, and I'm looking for feedback about Virtualmin / webmin and how it works with Qmail.
I'm new to this system and I'm setting it up for a small company and just want to see what will be the easiest, cleanest, secure, and trouble free email system for them.

I've looked through both the Bind module for webmin, and the virtualmin module and templates...I just can't seem to find this.
On every new server I make, I have the following A records getting generated:
ftp m mail www
Although these are okay for the most part, I'd like to get rid of the "m" (don't even know why that's there...short for mail?), and in many cases these aren't actually A records, but CNAME's.
So where do I go to change it?
When I update virtualmin, I allways have problems, for over half a year now.
Everytime I update it (by installing the new version over the old one in webmin modules), entire webmin hangs.
In the past I was always able to fix this problem by: service webmin stop service usermin stop
Then: ps ax | grep webmin

It seemed to have worked, but I do not know if everything is ok now.
