The ability to submit requests from within Virtualmin hadn't been working properly since the new website was rolled out. We intend on correcting that, but the fix isn't simple and will take some time.
They may have removed that module since it wasn't working correctly. Though the remote access portion was working. I'll check with them to see what's going on with that.

Talking to Joe, that module should still be there.
However, based on your other request, it sounds like you completely uninstalled Virtualmin, which would have also uninstalled any Virtualmin modules.... including the part you're referring to.
You can reinstall that by installing the Virtualmin Remote Support module. Just remember that submitting tickets doesn't work at the moment, though enabling the remote login does.

i did not use the sh file to uninstall...:) i only used the yum to uninstall. it didn't work at all so that was my primary focus at the time was getting client sites back online.

You would need to install the Virtualmin Technical Support module shown in that list above... the package name is "wbm-virtualmin-support".

apparently the AT command wasn't installed at the beginning. Once i installed the wbm-virtualmin-support module and i tried to enable the remote access it errored about the AT command not being installed. I had to install AT as well...:)

actually i have noticed many of these issues since before virt died on me...i am just now getting around to posting about them.
