Help Logging in Via HTTP

Server was working fine the other day and now for some reason I cannot use the username and password to login via the website address and port 10000

I can login via SSH using both my username that was working and also root into SSH but none of these logins work for web control panel

I found a link the other day that allowed me to rest the root password and it worked however once again im locked out can still login via SSH but not via the URL

Can anyone make any sense as to why my usernames and password dont allow me to login no more as it stands im now not able to see the control panel but have access to SSH and when i run the command

/usr/share/webmin/changepass.pl /etc/webmin root NEWPASSWORD

it does nothing
