I can not connect via FTP

Hello, I write this post because I have tried to use all the solutions available here in this forum.

I am trying to connect to my server via FTP, but I can not succeed.

However, in filezilla the following error appears:

Status:    Connecting to MYIP:21...
Status:   Connection established, waiting for welcome message...
Response:   220 ProFTPD 1.3.5e Server (Debian) [172.26.13.23]
Command: AUTH TLS
Error:    Connection timed out after 20 seconds of inactivity
Error: Could not connect to server
Status:    Waiting to retry...
Status:    Connecting to MYIP:21...
Status:   Connection established, waiting for welcome message...

IP 172.26.13.23 is my internal IP

Have you been able to connect before?
What "solutions available here" have you tried?
Did you check if it was a firewall issue?
Are you using an FTP client? If so, are you connecting in "Passive" or "Active" mode? What mode is the server expecting?
