Well I have checked "roots" permission in webmin users. I removed all the virtualmin options saved, then added them back. i changed the theme to "old webmin" (that brought back memories), then changed it back to authentic. I manually updated authentic to 19.22. i have restarted webmin and reboot the server. The only thing under virtualmin is the "dashboard" link....
Are you logging in as root? Virtualmin domain owner users will have significantly fewer capabilities (depending on configuration).

Wondering if you solved this? I added a new virtual server and "poof" the navigation disappeared..
