Hey Guys,
I have two production websites and I need to receive notifications when they go down or there not accessible, things of that nature. So I went in to Webmin -> Webmin Configuration -> Sending Email and set things up & Did a send test and it worked fine. Now I need to configure this to send notifications to a specific email address. I have been searching for a couple of hours, however I am severely frustrated. I found this -> https://www.virtualmin.com/documentation/cloudmin/alerts, but I cannot find the monitoring selection in the navigation on the left to configure the alerts.
I have a screenshot for someone to see just don't know how to post it here.

You've probably realised that Cloudmin is a separate system that has its own administration. Unfortunately, the guide you found isn't relevant to Virtualmin systems.
There are a couple of ways to tackle your problem.
First, check out Webmin -> Others -> System and Server Status.
You could also create a script on your server that checks if apache/nginx is running and emails (or attempts to restart the service) if they have failed. But what about if your whole server has failed? Then you need to have something running on a separate server that performs similar checks. Most sysadmins would use either a self-hosted server monitoring script* or a 3rd party remote monitoring service** to achieve this.
