Install perl module XML::SAX::Base

I'm trying to set up S3 backup on a Virtualmin server installed on Debian 3.1 and need XML::Simple but when I install it with prerequisite XML::SAX::Base then XML::SAX::Base fails with this:

Executing /usr/bin/perl Makefile.PL && make ..

Checking if your kit is complete... Looks good Writing Makefile for XML::SAX::Base sh: line 1: make: command not found

Can anyone help? I tried to install from cpan shell with same result.
