Quotas are re-enabled after every reboot.

Ubuntu 14.04 Webmin 1.710 Virtualmin 4.11

After every reboot if I go to System -> Disk Quota , it is re-enabled each time.

I have quotas disabled on the Virtualmin side also.

Today I received a bunch of out of space errors also, even though there was plenty of space.

I also have the Bootup and Shutdown service :quota set to off.

This does not happen on my Ubuntu 12.04 installation.

Any ideas?

I just want the quotas to go away for good.
