Cloudmin API assign IP address

looking at Cloudmin API document, it seems that there is no way to assign IP address on 'create-system' API call but from the web interface i can assign IP on New System creation form.

It seems that i can't allocate limits such as CPU and RAM too. Am i supposed to execute 'modify-limits' each time i call 'create-system'?
