I submitted a ticket some time ago, and I have just submitted another one.
how do I view it ?

the systems says I don't have access to this even though I am logged in ? I didn't get a fix/reply to the last one so have submitted again. "Access denied You are not authorized to access this page. "

Sorry about the trouble you're having!
It sounds like something odd is going on... normally, you can view your tickets without a problem.
My guess is that something is awry with submitting the ticket via the Virtualmin interface. It may not be correctly associating your tickets with your virtualmin.com account.
In the future, if you instead go into the Support link above, and submit a request via that system, I suspect you'll be able to see those.
Looking at your past requests, it does look like Jamie responded to your issue. However, if it's not associating your virtualmin.com account with your Virtualmin license, you may not have seen his response.
What I did is remove your license information from your post, and removed the private flag from your request. With those changes, you should be able to see Jamie's response, as well as respond yourself. Take a peek here, is this visible to you?

many thanks for your response.
I have a feeling you are right, I think I paid for my licence with a different email and I think that screwed up the system in terms of licences. now I understand that I'll submit a ticket directly :o)
by the way, Virtualmin is awesome, I have used only CPanel and Directadmin before but Virtualmin is superb, it manages all the server for me, everything is so simple to do (initially you haev to work your way round the menus, but once round the loop its easy !)

Yes, that would definitely make private tickets unavailable to you. The support module submits the ticket as the user that purchased the license...if you aren't logging in as that user, you'll never be able to see those resulting tickets (when they're private).
