how to share IP pool between hosts?

How do I share one large IP pool between many hosts, on the same network?

i.e. I have 30 IP addresses, and 5 XEN servers. I want any one of those IP addresses to be used on any server, thus serverA might have 3 VPS's, and use say 5 IP's, but serverB could have 5 VPS, and use 12 IP's, or any number of IP's.

How do I assign one large pool of IP addresses to be used on any server?
