send email to all users

Hi I need to send an email to all users in all domains and I'm struggling to find how. I looked at resending the new domain email but that only goes to domain owners. I believe the updated mailbox email needs to be triggered for each user. Is there a simple way or do I need to dump the usernames and set up an email group outside of virtualmin.
