You kinda can in the GUI, actually. If you disable and re-enable the effected feature (if it makes sense, and is safe, to do so) it'll get the template changes. If you disable the whole virtual server, and re-enable, almost all Server Template stuff will be re-applied (not all...but quite a few).
And, of course, you can just make the change using the Edit Owner Limits page, or the Edit Virtual Server page (depending on what it is), or the relevant module (Apache, BIND, whatever).

Within the GUI -- no, not yet (Joe's hinted that this feature is coming in the future).
In the meantime, you can use the command line API for updating a lot of things within the templates across all existing Virtual Servers.

Not all of that is going to be available in the GPL version, if you're using Pro it should all work fine.
