I have installed virtualmin on Amazon ubuntu instance. I have already assigned an elastic IP address to my instance. But my virtualmin is showing the private IP address. If a create new virtual server then the private IP is automatically assign to the account, how I can change this to public IP address.

If I recall, the setup at Amazon is essentially NAT, is that correct?
So your individual domains would indeed need to use the private IP for most things.
But it would need to use the public IP for DNS.
You can configure that in System Settings -> Virtualmin Config -> Network Settings, and there set "Default IP address for DNS records" to "Automatically detected external address".
