if you cant use the virtualmin api, for whatever reason, than you will either need to write your own subsystem to acheive this, or there is the webmin xml-rpc interface. this might be able to help you. might not. but it shouldent require any dependencies and you should be able to access it from any language, api, etc.
really depends alot on what your requirements are, and what your restrictions are. if you can provide more information on how you are going to need to implement this, and a little bit more information what tools you have availale to you... i might be able to come up with a better suggestion.
