Yeah, Usermin doesn't use Apache, so that wouldn't work ;-)
You can setup IP address restrictions using Virtualmin though.
If you log into Virtualmin, go into Webmin -> Webmin -> Usermin Configuration -> IP Access Control.
From there, you can limit the IP's you wish to be able to access Usermin.

Yeah,
I saw this option, but it limit access from all my usermin.
In fact i wan't to limit access to one of my virtual server, but not the others...
[site1] access everywhere
[site2] access everywhere
[site3] access only from ip and ip cidr
[site4] access everywhere
Howdy,
I'm not sure if what you're after is possible or not :-)
But if it is, here is where I'd look --
Log into Virtualmin, and click Webmin -> Webmin -> Webmin Users.
From there, click one of the users you'd like to limit. Bypass the limit that comes up there, and click "Security and limits options".
In that screen, you can setup per-user restricts on what IP's they can use to access Webmin/Virtualmin.
The thing I don't know is whether those same restrictions also work within Usermin. But, give it a try, and let us know if that works!
