There's always a file named CHANGELOG in the virtual-server directory within the Webmin home. I also usually announce releases in the news forum...but failed to do so this time. The change log goes back to very early versions of Virtualmin (1.81, I think....which was from several years ago).
Once you've upgraded Virtualmin will also tell you what new features and major changes have occurred on the System Information pages.
