Good people I am almost bowing out but really want to stay here,so please don't let me go, My main issue is if anybody out there could assist me remotely set up static IP address and dns nameservers. I have already installed ubuntu 16.04, virtualmin/webmin and I don't want to mess things up, this time till I get help.

Howdy -- thanks for contacting us!
While we can't setup your DNS and networking for you, we can certainly discuss what needs to be done there.
However, I seem to recall that there was an issue with traffic reaching your server... were you able to open up the ports of your router/firewall and forward traffic to your server?
Traffic would need to be able to get to your server before things will work.

I can access those while I am on ubuntu 16 installed on hyper-v

Hmm, unfortunately, I'm still not seeing visible ports on your server.
We can only assist with issues relating to Virtualmin -- if you're seeing an issue with your networking setup, and can't get traffic to your Virtualmin server, we wouldn't be able to resolve that for you.
What we can offer is that you'd have to configure your router to forward traffic to your server, and you'd need to ensure that there isn't a firewall blocking traffic. But the specifics of how to do that are outside the scope of what we can help with.
Because that all can get quite complicated trying to host a server behind a NAT router, and/or on a virtual machine as you had described, you might consider renting a VPS that's directly on the Internet if you're finding the above to be troublesome.
Note that we have limited availability over the weekend, it probably won't be until tomorrow before we can respond again.

I'm sorry, but if traffic is not getting to your server, there is nothing we can do.
We can help with Virtualmin, but not with Microsoft networking, or networking on your router... those aren't Virtualmin related problems.
You'd need to work with someone who specializes in those sorts of networking to resolve those issues.

Also, I did want to mention that you can get help on networking sorts of issues that you appear to be seeing in the community Forums here. We monitor the Forums, along with lots of wonderful folks in the community!
You might also save yourself a lot of hassle by using a Virtual Machine/VPS from a vendor where you can have a system that's directly on the Internet. There's a lot of VPS providers out there with low-cost options.
