Howdy -- what error(s) do you see in /var/log/httpd/error_log when attempting to start Apache?

Hmm, I'm not seeing anything in there that would indicate a bug in Virtualmin.

I see a reference to a couple of Apache modules that have been enabled and could be causing problems.

You may want to disable the pagespeed and heartbeat Apache modules, for example.

One person had a similar issue with Heartbeat that you can see here:

Neither of those should be fatal errors though, I believe both are warnings. However, disabling those might be a good starting place.
