I would like to find out how can i stop a domain ssh user from accessing the whole server?
I what the ssh user to only got to /public_html

Howdy -- unfortunately there isn't a good way to do that. Users in general have access to any world readable file, and there isn't a good way to restrict that with most protocols. FTP does have a simple jailing method, but they can gain access to those files and dirs using other means, such as a web based file manager, or SSH.
