Virtual System Owners > Account Plans > Edit a plan > Additional owner limits and capabilities Virtual System Owners > System Owners > Edit an owner > Additional limits and capabilities Virtualmin Settings > Cloudmin Services > Edit a host > Service limits and settings
If I set these to Unlimited it appears to be the same as setting it to Never and doesn't work.
If I set them to 999 it works fine.

Which specific setting were you setting to "Unlimited" ?

Sorry that was confusing, I didn't space the menu paths out or put it in a code block and didn't explain enough.
When I edit a host system under Cloudmin > Virtualmin Settings > Cloudmin Services
It has these options:
Create DNS zones? Never Unlimited Maximum zones
Create slave DNS zones? Never Unlimited Maximum zones
Create MySQL logins? Never Unlimited Maximum logins
Create MySQL databases? Never Unlimited Maximum databases
Submit virus scanning requests? Never Unlimited Maximum client systems
Submit spam filtering requests? Never Unlimited Maximum client systems
I have set Maximum zones to 999 (only using DNS for this phase)
Then I set these to 999:
Cloudmin > Virtual System Owners > Account Plans > [click a plan name] > Additional owner limits and capabilities
And I set these to use account plan and 999:
Cloudmin > Virtual System Owners > System Owners > [click an Owner's login] > Additional limits and capabilities

To be more clear, specifically any of the ones I just listed in the code block.
