Is there any way to limit the maximum Email can send by a user in a day or in 1 hour. I

Howdy -- no, unfortunately, it's not possible to set email limits per user. That's not something that Postfix or Virtualmin supports.
Some users have reported to us that it's possible to accomplish this using the third party tool named Policyd. Policyd is an add-on to Postfix.
That's not something we support, and we've never attempted to use it before, but if you want to explore the features you're describing, Policyd may be able to help. You can find it here:
