Webmin->SSH Server Module->User SSH Key Setup
Before I created a new *nix user in webmin I made sure I checked "Setup SSH key for new Unix users" in this module to provide the user with a key to use the secure shell. Turned out that it never created one.
I know this was working back in 1.350 because I used it there and tried it for several users.
Not sure what's going on with that now!?
Webmin: 1.400
